Money In Montana

The Department of Corrections makes millions off the families of those incarcerated.  Yet, they come up with new ways to make more.  Inmates at Montana State Prison can no longer receive bibles that are donated to the chapel or from an outside publisher/bookstore.  They now are mandated to have family put money in their account and pay over $60 for a bible.  That is an outrageous price.  Why can’t they have free ones that are donated to the chapel?  Because it does not bring in revenue?    They implement new programs of what they will or will not allow.  There is talk about changing the little 7 inch tv’s that are bought for $150 dollars.  They will sell 13 inch tv’s for $200 dollars.  When that happens they usually make the inmate send the other one home and they have to buy the new one.  Even if they just bought the 7 inch one a week before the change.  If it is not sent home they are confiscated and either sold at the hobby shop or guards take them home.

Also, there is phone system that is used called Telemate. It is suppose to save money.  It is still about $5-$6 dollars a call for 30 minutes or less. Not only that, there seems to be higher charges at other times.  It adds up very quickly and does not make sense.  So, I called Telemate to verify this.  This is what the representative had to say.  They go by area codes.  It can change the rates.  I asked if I could get a copy of the billing (just like any other telephone company) they told me that they could not do that.  Only an inmate could request that.  I said “okay, how about the inmate requests it….such as a husband inmate for his wife to evaluate. since families are the ones that has to put the money on the account.”  “The reply was…..”Ummmm, no, that cannot be done.  You would need to get a subpeona for that information.”   Are you serious?  Money that the family is being charged, and they can’t let you see the billing without a subpeona?   Is this what we are going to have to do in the future for all of our bill’s to see what we are actually being charged? 

As you can see from the other article that I re-blogged Families are already spending $1.5 million for inmates in Montana alone. They keep looking for ways to squeeze blood out of a turnip.

 A young lady at the Law and Justice Committee testified that her husband was sentenced to prison for stealing a case of beer.  That cost under $17 dollars.  He has been in the system now 6 years.   She then reported the thousands upon thousands of dollars this has cost the taxpayers of Montana for welfare for her and her children and the thousands it has cost to house her husband.  Thousands compared to under $17.  

What do you think Montana?  Are you happy about your taxpayer money that is going for this kind of stuff when it could help feed your children, pay your household bills, do a few of things that you cannot afford to do?  Let’s start using some common sense.  This money is lining someone else’s pocket, but it’s not for the families in Montana.  Montanans deserve better than this.

Jefferson County Attorney Matt Johnson Is Asked To Release Documents

Saturday, February 11th, 2012 two new articles came out in the Independent Record.

“Disability Rights Montana is suing the state Department of Justice to force the release of a report they believe shows that people involuntarily committed to the Montana Developmental Center in Boulder remain at risk of abuse and neglect from staff members.The 50-page report was the result of a 2010 investigation by the state Department of Justice surrounding allegations of sexual assaults on six female MDC clients by male employees at the facility.”Allen Whetstone, who was an employee of the state-run center, pleaded guilty in October 2011 to one count of sexual assault tied to a May 2010 incident. He was sentenced to 10 years in the Department of Corrections, with five years suspended.

“What’s important is the document outlines the process of how the investigation was conducted and the way the facility is managed. We have concerns about the residents’ safety”  expressed Bernadette Franks-Ongoy, the executive director for Disability Rights Montana.

Jefferson County Attorney Matt Johnson said he prosecuted only Whetstone because he felt the allegations against him were what could be proven in court. “Numerous people were interviewed and the charges we could file we did file,” Johnson said. “I can’t say if it was because some of the individuals at MDC are developmentally incapable of testifying and whether that impacted whether I didn’t charge other people or not. I think the investigation and review was proper; we ended up with what we ended up with.”

  • “The Department of Justice will abide by the court’s findings in this matter and make any and all documents public at the time the court deems appropriate,” Doran said.

Yet they’re not sure of the problems outlined in the justice department report, because although DPHHS filed a petition in district court in December to review the investigation, it hasn’t received a copy of the report yet.

“I think it would be good for us to be able to see the report and helpful to know what’s being referred to,” Haire said. “To my knowledge, as soon as the department became aware of this report we petitioned the court to get it.

As stated already we have seen these documents.  Jefferson County Attorney Matt Johnson prosecuted only Allen Whetstone because he was coerced and lied too several times by another staffer at MDC. Then he was threatened by the Public Defender that he would not get a fair trial.  There were no allegations that could be proven in court, there was no evidence.  These documents show that the MDC staffer that pushed Allen was lying by the medical doctor.  Did he have something to gain from all of this?  Were there deals made under the table?  Just as Matt Johnson called those that were involved in the PSI report?  

I find it odd that DPHHS would not know as to what is in the report. THEY are the ones that reviewed what was given to investigators prior to charges being made. How is it that DPHHS has the right to tamper with evidence and records?  How is it that DPHHS and DOC had the right to go into the alleged room and tamper with evidence? The DNA report showed that the alleged victim was not in the room.  There was none of Allen’s DNA on her or any of the items that was the “alleged” evidence according to the rape exam kit. The doctor ruled that what Allen was being accused of did not happen. Who was in that room? Who’s DNA is in that report? Why aren’t they testing all the staff that works there to find out? Why did they not have the investigators or authorities to maintain and evaluate all said evidence before anyone touched it? It is disturbing that DPHHS had so much control that it became tainted, all to get millions of dollars from medicaid once they had a person to charge. Once they found a scapegoat.  What all has gone down in this case to cover up the real problems at MDC?    Did someone coach the women as the investigators said they kept “parroting each other.”  One woman asked “Which Allen?” There were 3 to 4 Allen’s that were there.
